Direct / manage the implementation of group’s training and development goals and objectives. Ensure complete quality assurance in line with the quality procedures and MTC’s procedural manual. Manage the performance of training instructors / facilitators and quality of training delivery. Drive continuous improvement through the application of ISO 9001 principles and maintain MTC ISO certification and external approvals.
Responsibilities
Effective management and coordination of all MTC related activities and communication with SMC, CSC and other BSM departments as required and relevant.
Ensure MTC’s training delivery, material development and all other operations are compliant with both internal and external training and quality assurance approvals.
Ensure learning transfer is achieved through evaluation and assessment of attending seafarers to the satisfaction of customer needs. Monitor customer feedback through SMCs, CSCs, external clients and attending seafarers to ensure MTC operations and training delivery are continuously improved and reviewed.
Carry out regular performance evaluations of MTC staff to ensure continuous improvement. Establish and implement staff career and performance development programmes as required.
Identify new and manage existing business development opportunities internally and externally. Ensure the reputation of BSM is always upheld during MTC operations and training delivery.
Where required, gain approval from local authorities, industry bodies and / or flag administrations as appropriate for recognition of BSM training courses, equipment and facilities. Ensure compliance with all approval qualifying criteria. Market and advertise MTC’s service offering within the limits of responsibility.
Ensure close communication and alignment with all MTC Directors / Managers. Particularly with respect to development and review of new and existing training courses. Ensure continuous knowledge sharing on new initiatives or own MTC development. Arrange and participate in a monthly minuted MTC Heads meeting.
Ensure close communication by email, verbally and by attendance at periodic meetings with the HRM GM including regular updates on operational matters of a routine and non-routine nature are to be given.
Provide MTC Instructors with the opportunity for ship visits or sailing periods on board BSM vessels to maintain their currency and up-to-date knowledge and understanding of the realities faced by BSM crew, so that all training imparted can be effectively applied in practice. Ensure during these visits that staff carry out detailed reporting on feedback of the effectiveness of MTC delivered training post visit.
Ensure the MTC is appropriately staffed with the required amount of qualified staff to achieve operational and planned targets. Ensure that MTC staff are qualified and trained to carry out assigned activities.
Ensure training facilities, equipment and simulators are adequately utilised to their full potential. Ensure all equipment, facilities, tools are regularly inspected and reviewed to ensure they are safe to use and operate.
Keep abreast of industry changes affecting MTC operations and ensure these are communicated to staff where relevant.
Ensure an effective succession plan is in place for all staff.
Develop an annual MTC Training Plan that includes delivery targets for the MTC and planned training income. Ensure the plan is realistic and reflects BSM’s training needs. Keep the plan continuously updated and all relevant parties are informed of changes to training schedules.
Arrange, prepare for, and attend annual / periodic internal and external audits.
Prepare and provide information for the MTC annual budget as required. Be responsible for the accuracy of same.
Ensure the MTC operates in compliance within the annual approved budget and there is no unauthorised deviation from the planned budget.
Manage the work and activities of all MTC internal and external staff including external contractors.
Manage the overall Health and Safety requirements of the MTC. Ensure all staff, visitors and students are compliant with all requirements. Carry out monthly HSE audit and inspection, keep records of all audits for review and ensure any actions are addressed in a timely manner.
Requirements
- Basic qualification as minimum of Master Mariner ( Min of 3 years sailing experience) or CE (Min 3 years sailing experience). - Training experience 2 – 3 years as instructor with IMO 6.09, 6.10 and 3.12 certification. - Having training manager / director experience would be a plus. - OR a hotel management education and background - (Hotel General Manager or Operations Manager).
