[What the role is]

You will be part of a team of marine professionals who are overseeing Standards of Singapore Maritime, Education and Training, Certification of seafarers, Accreditation of maritime training courses or programmes as well as upgrading of seafarers skillset and competences with emerging technologies being deployed onboard ships.

[What you will be working on]

The key responsibilities for this role include, but not limited to:

  • Conduct various types of assessments in accordance with respective requirements for seafarer’s certification (e.g. the International Convention of Standards of Training, Certification and Watchkeeping for Seafarers (STCW), Merchant Shipping (Training, Certification and Manning) Regulations, Singapore Port regulations etc.)

  • Undertake evaluation for various seafarer’s certificate related application (such as tanker endorsements, various types of certificates of proficiencies in context of STCW, letter of eligibility for taking COC assessments and other seafaring related certificates)

  • Undertake evaluation for application to conduct maritime training courses/programme that would require MPA’s accreditation/approval, thereafter provide recommendation to respective approving person (e.g . Director of Marine, Port Master) for consideration of approval.

  • Carry out periodical moderation and reviews for the courses that are under MPA’s accreditation/approval as per applicable requirements, thereafter provide recommendation to respective approving person (e.g . Director of Marine, Port Master) for consideration of continuing the approval.

  • Undertake evaluation for application by other maritime administrations, to establish mechanism for recognition STCW certificates between Singapore and the requesting administration, thereafter, provide recommendation to Director of Marine for consideration.

  • Carry out periodical inspection and moderation on conduct of training courses by MPA recognised Training service providers to ensure that conduct of training courses comply to the relevant requirements by respective regime.

  • Formulate training standards/requirements for upgrading seafarers’ skillsets for them to align their competences with emerging technologies being deployed onboard ships.

[What we are looking for]

You should possess a Marine Engineer Officer Certificate of Competency Class 1 and working experience onboard ocean-going vessels as a senior engineer for at least two years. You should be familiar with various IMO/ILO instruments such as SOLAS , MARPOL , STCW and MLC, as well as relevant national legislation such as MSA and port regulations. Candidates with working experience as Chief Engineer on foreign-going vessels and/or Technical superintendent will have an added advantage.
