Job Description

Fidelis Integrated Solutions, Inc. (FIS) is seeking a full-time Senior Maritime Maneuver Operations Analyst – Exercise Planner to provide expertise to the External Elements (EXELMS) section of MSTP to support USMC MEF/MEB integration with the Navy /Maritime Component to support MEF/MEB-level exercise design, planning, and execution. Tasks include scenario development, travel to exercise lifecycle events, planning practical application mentoring, warfighting seminar product preparation and delivery, operational orders development, higher headquarters replication, and after-action analysis with written product preparation.

The mission of the MSTP is to: Train and Educate Marine Expeditionary Force (MEF) and Marine Expeditionary Brigades (MEB) Command Elements to conduct operations across the range of military operations, within the context of a Joint, Combined, or Coalition environment.

Primary Duties and Responsibilities

 

  • Research operational concepts and plans, conducts analysis of Maritime Maneuver processes and determine information exchange requirements and requirements for joint subject matter expertise to support training.
  • Support all phases of the Joint Exercise Life Cycle (JELC) and contribute to the force generation process and operational force readiness by building supporting scenario products, role-play Higher and Adjacent Headquarters (H&AHQ) naval/maritime operations staff personnel, and leverage Navy relationships during a critical time of Commandant-directed transition to naval integrated MEF exercises. 
  • Support a comprehensive effort to enhance the planning and integration of maritime operational planning capabilities in planning practical application and other MSTP exercises.
  • Produce exercise planning products, to include COCOM/JTF/Fleet-level operation orders. Directly engage MAGTF level training audiences to capture training objectives and ensure their incorporation into the exercise scenario.  
  • Lead the development of scripted, scenario-based, Force/Joint level maritime maneuver events as part of the Master Scenario Events List (MSEL) to generate training audience activity.
  • Lead a Maneuver Working Group as part of an exercise design team at exercise planning conferences to design the scope and method of training; translate training objectives into observable and measurable Maritime Maneuver training activities.
  • Advise active-duty and reserve officers at a simulated H&AHQ staff on the execution of planned exercise events to ensure all training objectives are met.
  • Adjust work hours as necessary to support extended work hours in support of 12 to 24-hour continuous operations during events.
  • Perform role of an event Observer, Trainer, Collector (OTC) to support the other MSTP Branches when required.
  • Conduct tactical and operational planning at the conceptual, functional, and detailed levels for service and functional component organizations and joint headquarters organizations. 
  • Research of existing and emerging operational concepts and plans; conduct analysis of data. 
  • Plan and prepare lesson plans and seminars, provide instruction and event analysis on Naval and joint/combined operations and doctrine to Field Grade and General Officers. 
  • Participate in and conducts reviews and structured walk-throughs of events, operation orders and plans, and information collection requirements. 
  • Review orders, briefs, and documents to support event exercise design, scenario development and higher and adjacent headquarters functions.   
  • Review and provide comments on Marine Corps and joint doctrine documents, best practices, and tactics, techniques and procedures not covered by doctrine (i.e., Marine Corps Interim Publication, MSTP Pamphlet).

Qualifications

Required Knowledge, Skills, and Abilities (Qualifications)

  • 10+ years of operational experience in deployment and employment of U.S Navy forces at the Operational Level as a Surface Warfare Officer.
  • 8+ years of demonstrated knowledge of military doctrine, tactics, and command relationships at the operational command level in operational force employment experience.
  • Possess detailed and functional knowledge of the Marine Corps and joint/combined Planning Process and U.S. Navy and joint doctrine related to Maritime Maneuver. 
  • Senior staff planning experience in Joint Operations Planning Process and/or the U.S. Navy Planning Process in support to a Fleet or Joint Force Maritime Component Commander.
  • Experience writing orders IAW CJCSM 3130.03A, Planning and Execution Formats and Guidance and NATO Order format.  
  • Experience conducting tactical and operational level planning at the conceptual, functional, and detailed levels for service and functional component organizations, and joint headquarters. 
  • Understanding of emergent thinking in strike and information warfare activities.
  • Completion of Intermediate and Senior Service School.   
  • Knowledge of command-and-control processes related to Maritime Maneuver.

Desired Knowledge, Skills, and Abilities (Qualifications)

  • Direct participation in real world operations.
  • Recent Active-Duty experience (within 5 years) as Surface Warfare Officer at Numbered Fleet/JFMCC level or higher. 
  • Senior-Level – Advanced Degree or equivalent w/ 15+ Years Direct Relevant Experience.
  • Familiar with developing events to support a Master Scenario Events List (MSEL). 
  • Proficiency using MS Word, Excel, Teams, Adobe, and Outlook skills. 
  • Strong verbal, written, interpersonal, communication and presentation skills.

Travel

  • 30-40%, primarily to Camp Lejeune, NC; Camp Pendleton, CA; and Okinawa

Salary:  From $120,000
