POST CONTEXT


 


Allied Maritime Command (MARCOM) is the Maritime Theatre Component Commander delivering 360 degree maritime focussed awareness and connectivity while planning and commanding the full range of maritime operations.


 


The Operations Directorate coordinates all operational activities controlled by HQ MARCOM and supports other commands and entities as required.


 


The Theatre Maritime Operations Centre is the beating heart of NATO's maritime hub and Allied Maritime Command's operational focus; it maintains continuous 24 hour/7 day, 360 degree awareness, sets the maritime theatre, and commands the full range of maritime operations


within SACEUR's Area of Responsibility.


 


The Targeting Branch ensures integration, synchronisation and direction of the Targeting enterprise in the maritime domain in a Joint environment.


 


The Operations and Plans Section deals with real-world targeting topics through the TSB Process, in close coordination with other HQs across ACO.


 


The incumbent is responsible for implementing and managing the Joint Targeting Database.


 


DUTIES


 


The incumbent's duties are:


 


- Participates in the Section work, in accordance with the Section Head's Direction and Guidance, taking into account the cross-divisional requirements (operational planning, etc.).


- Maintains the targets database (Joint Targeting System/ Functional Area Service for Dynamic and time-sensitive Targeting - JTS/FAST).


- Manages and maintains an updated Joint database within MARCOM and with other HQs, in VA and eVA, building up the different targets lists. Ensures standardization, quality, accuracy and integrity of the relevant target information within the system. Manages target databases and assists in compiling Joint Target Lists (JTL) and related Target Lists as well as developing and managing target folders, using JTS, in support of the NATO Joint Targeting Process.


- Participates in the targeting planning and target material production, as directed by the section Head and higher commands, for crises or operations. This includes Target System Analysis, Target Material Production, Weaponeering, Collateral Damage Estimate, Combat Assessment, Management of Targeting Databases, and Collection Requirements in support of the Targeting Cycle. This involves selection and nomination of targets in support of·operational planning, and co-ordination with non-lethal Targeting options in support of an Effects Based Approach.


- Participates in the section involvement (individual training, absences, etc.) in internal and external events where Targeting is addressed.


- Participates to maintain up-to-date internal MARCOM Targeting documentation (SOP, SOI) and participates in the reviewing process of NATO Targeting doctrine and documentation.


- Is involved in the co-ordination process with other HQs on Targeting matters.


- Takes part to the Joint Effects process, in an internal cross-divisional effort and liaising with other HQs.


- Advises on and staffs Targeting issues.


- Supports and contributes to the broader activities for the planning, conduct, and evaluation of HQ MARCOM operations.


- Liaises closely with Intelligence staffs in Intel support of Targeting activities.


- To maintain an updated Joint database within MARCOM and with other HQs, in crises, operations, and exercises, building up the different targets lists. Ensures standardization, quality, accuracy and integrity of the relevant target information within the system. Manages target databases and assists in compiling Joint Target Lists (JTL) and related Target Lists as well as developing and managing target folders, using JTS, in support of the NATO Joint Targeting Process. Works in close coordination with the Supporting Fires Element to set up appropriate orders to subordinate commanders through the Targeting Software, according to the appropriate SOP/SOI.


- To Deliver appropriate software updates and training to MARCOM's staff.


- As a full member of the Targeting Branch within MARCOM, to attend Boards and Working Groups as stated to the HQ's Attendance Matrix of Working Groups and Boards.


- As part of JTS Working Group, to attend the scheduled conferences/ VTC's on behalf of MARCOM, exposing HQ posture concerning the different topics or events exposed.


- To support and contribute to the work in close coordination with N6 and NCIA to establish the links with other HQ's requested Servers in order to attend the different operational and exercise  requirements, solving possible issues and ensuring the availability and accessibility of the required information when needed.


- To Support as required the Targeting Training and Exercises section.


- To Submit observations in thier area of expertise and contribute to the Lessons Learned process.


 


SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES


 


The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract


 


The incumbent may be required to undertake operational deployments and/or TDY assignments both within and without NATO's boundaries for up to 183 days in any period of 547 days.


 


QUALIFICATIONS AND EXPERIENCE


 


Essential Professional Experience


 


(1) Database administration


The installation, configuration, upgrade, administration, monitoring and maintenance of databases.


 


Skill Level (Ensure/Advise)


Drafts and maintains procedures and documentation for databases. Manages database configuration including installing and upgrading software and maintaining relevant documentation. Contributes to the setting of standards for definition, security and integrity of database objects and ensures conformance to these standards. Monitors database activity and resource usage. Optimises database performance and plans for forecast resource needs.


 


Experience


- At least 1 year' experience in the past 10 years developing and managing databases in a national or allied environment.


 


(2) Targeting Development (Weaponeers)


Actions performed by forces in Air and Space to gain or exploit control of Air and Space or to deny its use to the enemy.

Experience


- At least 1 year's experience in Targeting Database or similar.


 


Essential Education/Training


 


University Degree and 2 years function related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience.


 


Essential Language


 


English - SLP 3232 - (Listening, Speaking, Reading and Writing)


NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.


 


Desirable Experience


- Previous service as a Data Manager within NATO structure or national Armed Forces, preferably in Maritime Environment.


- Previous service as a Targeteer within NATO structure or national Armed Forces, preferably in Maritime Environment.


 


ATTRIBUTES/COMPETENCIES


 


Personal Attributes\: The incumbent needs to be proactive, in order both to anticipate targeting requirements and creatively and systematically address them. Must also be resourceful, able to adapt to emerging and dynamic tasking as well as short-term intelligence demands within the targeting cycle. Must be methodical. Database management is a high-stakes undertaking that touches the entire targeting cycle. Must be vigilant and able to respond rapidly to the diverse demands of database management, from bringing on new users to overseeing target list creation and approval in the system.


 


CONTRACT


 


This post is approved for a 3-year duration.


 


It is currently unknown what will happen at the end of the 3-year period. Therefore, although there may be a possibility of an extension or even a permanent contract there is a very high risk that the post will not continue beyond the 3-year point and as such no guarantee of work beyond 3 years can be offered.


 


Newly recruited staff and currently serving NATO Civilian Staff with less than 10 years of service will be offered a definite duration contract of 3 years.


 


Serving NATO civilian staff with more than 10 years of service will be offered a contract according to the NATO Civilian Personnel Regulations.


 


The basic entry-level monthly salary for a NATO Grade 15 in the UK is £5,804.30 tax free which may be augmented by allowances based on the successful candidate’s eligibility.

EMPLOYMENT PRE-REQUISITES:

A NATO security clearance of the level required by the position, and approval of the candidate’s medical file by the NATO Medical Adviser are essential conditions for appointment to this post.  Applicants are not required to possess a clearance at the time of applying, but must be eligible for a clearance. HQ MARCOM will take action to obtain the required security clearance from the successful candidate’s national authorities.


 


Candidates must meet all the essential qualifications in order to be considered qualified. However, they will be appointed at a lower grade and their employment contract will stipulate the conditions under which the grade attached to post can be granted and the employment contract confirmed.
