[What you will be working on]
Your key responsibilities include the following:
To carry out on board MLC inspections including investigate into MLC related matter/complaints;
As part of ensuring seafarers' welfare and well-being, you will work with industry partners to oversee shore-based welfare facilities and run various recreational activities/events for seafarers. Maintain close rapport with key external stakeholders who has a bearing on harmonious industrial relationships between the employers and seafaring employees, e.g. Unions, NGOs - ITF, ILO, ISWAN, Missions to Seafarers.
Review and drive regulatory policy changes for seafaring employment requirements, taking into consideration the legislative changes at the international front (i.e. at International Maritime Organisation or International Labour Organisation);
Formulate and enforce standards on safe manning and employment conditions on board Singapore-registered ships to safeguard the strategic interests. On this front, you will attend to feedback / complaints about infringement of manning and employment requirements, investigate and where appropriate, recommend follow-up steps for contraventions and infringements;
Monitor and carry out audit on seafarers recruitment and placement agencies, and assess the performance of these companies in meeting the manning and Maritime Labour Convention (MLC)-related legislative requirements;
Develop and manage Singaporean core in the Seafaring careers;
Develop incentive schemes to influence demand and supply of Singaporeans on ships. Implement and execute these schemes and review on the effectiveness of these schemes;
Ensure seafarer manning-related services and documentation required on board Singapore-registered ships are processed meeting legislative requirements in an efficient and professional manner for customers of Singapore Registry of Ships. These include processing the certification and documentations services such as seafarers certification of endorsement applications, minimum safe manning document of ships, electronic ship information and crew movement submissions, declaration of Maritime Labour Compliance;
To prepare annual estimates of revenue/expenditure and Workplan for the Department;
To supervise, train and motivate subordinates to derive optimal performance.
[What we are looking for]
You should possess a tertiary qualification with prior experience either in shipboard roles or in seafarers management. Candidates with Certificate of Competency (Deck/Engine) will have an advantage. Preference will also be considered if you have experience in MLC-related matters and inspection. You should be independent, detail-oriented and possess the ability to work well under pressure. You should have excellent verbal and written communication skills and possess strong analytical skills, with demonstrated ability to appreciate, balance and manage conflicting interests of multiple stakeholders.
