Reports to: Program Manager (TASS)

Location: Remote (INCONUS) Onsite (Travel status or OCONUS)

Schedule: Based on Project Needs will include OCONUS travel

Employment Type: Contract 1099

Duration of Contract: Approx. 112 days

 

Job Summary:

Reporting to the Training Assessment Program Manager, the Maritime Search and Rescue (SAR) Assessor shall collect and consolidate data on all strategic and training needs related to successful completion of the maritime search and rescue mission of an OCONUS Coast Guard. In addition, they will leverage their expertise to collaborate on determining root causes of any performance gaps and solutions to any problems or gaps found. Please note that the availability of this position is contingent upon contract award.

 

Supervisory Responsibilities:

Responsible for meeting management and supervision to include collaboration and management of other members of the assessment team as well as clients, stakeholders, one on one interviewees and focus group members.

 

Duties/Responsibilities:

  • Gather data relating to maritime search and rescue to include on-line research, site visits, in person and virtual interviews, focus groups, surveys, exercises and direct observation.
  • Capture information using written, audio, photo and/or video documentation.
  • Assess an organization’s search and rescue response capabilities.
  • Evaluate an organization’s training and preparedness in response to SAR related events.
  • Review an organization’s search and rescue protocols.
  • Ensure compliance with national and international policies.
  • Evaluate resources and tools used in SAR operations.
  • Perform research and analysis to reach conclusions, provide guidance and recommendations for improvement.
  • Offer guidance, policy, and tools to enhance the organization's search and rescue planning and operations, aiming to establish and improve existing protocols.
  • Author professional assessment reports.
  • Collaborate with clients in a diplomatic and professional manner.
  • Performs other related duties as assigned.

 

Required Skills/Abilities:

  • Extensive knowledge of search and rescue policies, operations and strategies.
  • Extremely proficient in report generation and briefing of information using Microsoft Suite programs.
  • Excellent organizational skills and attention to detail.
  • Excellent attention to detail and organizational (time management and planning) skills.
  • Ability to plan a project based on interactions with the client and in accordance with the client’s requirements.

Education and Experience:

  • Bachelor’s degree desired, major or significant coursework in SAR or related disciplines highly preferred.
  • Three years of related experience preferred, especially if with U.S. Coast Guard or similar agency.
  • International travel and work experience a plus.
  • Cross-functional experience a PLUS in the following additional areas: maritime law enforcement, marine safety, marine environmental protection/incident response management and/or maritime security

Physical Requirements:

  • Able to climb ladders and operate in maritime/shipboard environments.
  • Able to endure prolonged periods sitting either on international flights or working at a desk/on a computer.
  • Must be able to lift up to 15 pounds at a time.
