Job Summary

VSolvit is seeking a Maritime Maintenance Subject Matter Expert (SME) to support the Program Executive Office (PEO) Manpower, Logistics, and Business Solutions (MLB) which manages the Logistics (LOG) Information Technology (IT) portfolio. This portfolio is composed of 300+ afloat and ashore IT systems/applications with 150,000+ users across all Naval Systems Commands (SYSCOMs) and Naval Operational Forces (NOF) to include ships, carriers, submarines, USN/USMC aviation squadrons, and Naval Expeditionary Forces. The United States Coast Guard (USCG) is a joint user of LOG IT capabilities and is part of the program requirements. LOG IT enables essential business operations for various capability groups. This role will support the delivery of the following to the LOG IT Portfolio: the integration of common capabilities, data, and support services, improvement of service performance and reduction of operational costs through the reduction/elimination/automation of duplicative services, capabilities, and data sets, and an Integrated Platform and DevSecOps Pipeline, and Continuous Capability Modernization, Deployment, and Support (CMDS). The Maritime Maintenance Subject Matter Expert (SME) with their experience and knowledge with NALCOMIS Optimized Organizational Maintenance Activity (OOMA) and Optimized Intermediate Maintenance Activities (OIMA) will support the Naval Aviation Maintenance Program (NAMP) and 3M functions for aircraft maintenance on aircraft carriers, amphibious assault ships, and Marine Corps Air Stations.

Responsibilities

The SME will be a key contributor supporting requirements analysis and test execution for the next generation Naval Maritime Maintenance System. Job duties would include, but are not limited to: 

  • Working with business analysts and test engineers to provide identification and insight into aviation maintenance policies and processes
  • Decomposing Naval Maritime Maintenance and Logistics Requirements
  • Providing in-depth knowledge of, and ability to troubleshoot issues within, complex information technology systems used to implement maintenance management systems utilized by the DON to manage O-Level and I-Level aviation maintenance activities
  • Providing in-depth knowledge of relational database management systems, interface requirements and relationships with other naval aviation automated information systems
  • Providing in-depth knowledge of Maritime Inventory and all associated naval maritime logistics and readiness management systems (3M - Maintenance Material Management)
  • Develop and execute test cases associated with Maritime maintenance requirements, and documenting findings in Jira

Basic Qualifications

  • Bachelor's degree in related discipline
  • Minimum of a current DoD Secret level clearance
  • 10+ years’ experience performing U.S. Naval Maritime maintenance activities
  • Possess in-depth knowledge of Naval Maritime maintenance policies and procedures as outlined in OPNAV 4790 series instructions
  • Possess in-depth knowledge of Aircraft Inventory and all associated naval aviation logistics and readiness management functions and systems (3M)
  • Proficiency in Microsoft productivity tools (ex. Word, Excel, Power Point)
  • Demonstrable analytical and critical thinking
  •  Ability to document detailed procedures and functional test cases
  •  Ability to execute functional test cases
  • Ability to identify defects within a software system and accurately record issues
  • Located in the Norfolk/Tidewater, Virginia area
